Call for Proposal - Local Transition Projects for 2024

ABOUT LOCAL TRANSITION PROGRAM

The Transition Promotion Program is a financial instrument of the Ministry of Foreign Affairs of the Czech Republic established in 2005. This program is aimed at supporting democracy and human rights by using the Czech Republic’s experience with the social transition and democratization of the country. Projects within this program are implemented by local civil society organizations that is underpinning the importance of civil society in democratization processes. This program does not cover projects in development cooperation (please see Small Scale Projects).

In terms of areas of support MFA CZ aims to support civic societies, incl. human rights defenders; freedom of expression and access to information, incl. freedom of media; equal and widest possible political and public participation; building the institutions of the rule of law; human rights issues in employment and environment. The project proposal must align with at least one of above mentioned areas of support.

WHO CAN APPLY

• The financial contribution is intended for projects implemented in India, Bhutan, Sri Lanka, Maldives, Bangladesh and Nepal.
• Implementer of the LTP is a local subject with legal subjectivity in the country of the project implementation.
• Implementer must be eligible to sign contract with the Ministry of Foreign Affairs of the Czech Republic that establishes jurisdiction of Czech laws and Czech jurisdiction over the contract.
• An LTP must be implemented by a non-governmental and non-profit organization. A contribution cannot be claimed by an individual, political party or state institution.

IMPLEMENTATION, BUDGET AND POSSIBLE CONTRIBUTION

• The project must be implemented from the date of the contract’s signing (about March 2024) to end of September 2024.
• Tangible assets of the project should be marked with a logo “TRANSITION” (to be downloaded bellow) and not with a logo of the Ministry of Foreign Affairs of the Czech Republic nor Czech development cooperation. In the case of project´s intangible assets such as organisation of trainings, etc., it is always necessary to mention the financial support of the Transition Promotion Program.
• The financial contribution for an LTP is from 100,000 CZK to 500,000 CZK (approx. up to 20,000, - USD or 1,8 million INR). Co-financing from other sources is arbitrary and desirable. The project should be effective and economical, for which reason all bills/accounts must be documented.
• Each organization may apply for a contribution of one project.

EVALUATION CRITERIA

• Relevance of the project: Justified assumption of the need and contribution of the project to the promotion of human rights and democracy in the target country in accordance with the priorities of the Human rights and transition promotion policy concept of the Czech Republic;
• Capacity of the project implementer: Professional level of the organisation and the project team, or the LTP implementer - length of experience, experience in the territory, own results of activities, direct rather than intermediary role in the implementation of the project, success in the implementation of similar projects;
• Effectiveness of the project: Effectiveness of the expenditure of the funds in relation to the stated objective;
• Feasibility of the project: Feasibility in terms of time, organisation, financial and technical feasibility;
• Project quality: Quality of the project preparation in terms of form and content, its professional level;
• Sustainability of project outputs and objectives: Probability of achieving and maintaining long-term positive benefits of the project for the target group, potential for presentation of the foreign policy of the Czech Republic;

HOW TO APPLY

The application for an LTP grant must include:

• The filled identification form in the English language, signed and stamped by the organization;
• "Local currency" row shall contain the amount in INR (for project applications from India only) and USD (for projects from Bhutan, Maldives, Bangladesh and Nepal). All the Czech crowns sections must be left blank as they will be completed by the Czech Embassy in New Delhi according to the valid exchange rate;
• A verified copy of the document (in English or translated into English) certifying that the applicant has legal subjectivity (it is officially registered) in the country of residence;
• A power of attorney in English that the person signed on the identification form is authorised to sign the application;

The application must be delivered by October 26, 2023 at the latest to the Embassy of the Czech Republic in New Delhi to the e-mail address newdelhi@embassy.mzv.cz and in copy to adam_podhola@mzv.cz. Please send us the excel file of the identification form. You do not have to send the application by post.

In the email please include a short description (max. 80 words) of the project proposal. Please do not include any other irrelevant documents such as annual reports, letters of intent or information about previous projects. Please try to compress the files before sending it to us.
