Commission endorses Hungary's €4.6 billion REPowerEU chapter, to complement its recovery and resilience plan
Today, the Commission has positively assessed Hungary's modified recovery and resilience plan, which includes a REPowerEU chapter. The plan is now worth €10.4 billion (€6.5 billion in grants and €3.9 billion in loans) and covers 67 reforms and 47 investments.
The 27 'super milestones' to ensure the protection of the Union's financial interests, and to strengthen judicial independence, remain unchanged in Hungary's revised plan. This means that no disbursement following a payment request under the Recovery and Resilience Facility (RRF) is possible until Hungary has satisfactorily fulfilled these “super milestones”.
The modified plan has a very strong focus on the green transition, allocating 67.1% of available funds to measures that support climate objectives. A wide range of measures in the REPowerEU chapter focuses on strengthening the electricity sector and on promoting the uptake of renewables and energy efficiency to make the Hungarian energy system fit for the future. The reforms and investments mutually reinforce each other and will help build a flexible electricity market with a high share of renewables. This will enable Hungary to ultimately reduce its reliance on fossil fuels.
The Hungarian revised plan's digital ambition remains high (29.1% of the plan's total allocation). The REPowerEU chapter also includes measures that contribute to the digital transition. These cover support for digital developments to energy system operators, for additional smart meters, for digital solutions at energy companies to improve the security of electricity supply and the operational efficiency of the electricity system, and for the development of digital learning materials for green skills.
The modified plan's social dimension remains important. In addition to the transformative reforms and investments in the original plan, several additional measures aim at strengthening social resilience. For example, the REPowerEU chapter includes support for vulnerable households for energy renovation, and training the current and future workforce to acquire green skills. Moreover, the modified plan further increases the availability of early childhood education services by creating additional new crèche places.
The Council will now have, as a rule, four weeks to endorse the Commission's assessment. The Council's endorsement will allow Hungary to receive €0.9 billion in pre-financing of the REPowerEU funds. The Commission will authorise disbursements following a payment request based on the satisfactory completion of the reforms to ensure the protection of the Union's financial interests, and to strengthen judicial independence, as translated into 27 “super milestones”.

Commission endorses Ireland's revised recovery and resilience plan
Today, the Commission has positively assessed Ireland's revised recovery and resilience plan. The plan now is worth €914 million in RRF grants.
Ireland's revised plan contains a broad scope of green measures in areas including energy renovation for public buildings, the decarbonisation of enterprises, and the promotion of sustainable transport. The Irish revised plan continues to drive the country's digital transition. It includes measures to address the risk of the digital divide and to strengthen digital skills. The modified plan will also continue to help strengthen economic and social resilience of Ireland through support for employment by the means of upskilling and an increase in the supply of social and affordable housing, for example.
Ireland proposes to remove two investments and change five investments. Ireland's request is based on the need to factor in the downward revision of its maximum Recovery and Resilience Facility grant allocation, from €989 million to €914 million. The revision is part of the June 2022 update to the RRF grants allocation key and reflects Ireland's comparatively better economic outcome in 2020 and 2021 than initially expected. Ireland's request to modify its plan is also based on objective circumstances, for example to reflect the delays caused by inflation of prices for construction materials in 2022 due to supply chain disruptions caused by the Russian aggression against Ukraine, to reflect the identification of manifestly better alternatives and the stronger than anticipated post-pandemic recovery of the labour market.
Ireland's overall recovery and resilience plan will be financed by €914 million in grants. Ireland presented a first payment request in September 2023 of €323.8 million, which the Commission is in the process of assessing.
The Council will now have, as a rule, four weeks to adopt the Commission's proposal approving the revised plan.

La Commission lance un appel à propositions d'une valeur de 4 milliards d'euros pour les technologies «zéro net» au titre du Fonds pour l'innovation
La Commission lance aujourd'hui l'appel à propositions 2023 du Fonds pour l'innovation, doté d'un budget record de 4 milliards d'euros pour soutenir le déploiement de technologies innovantes de décarbonation. L'appel est financé par les recettes du système d'échange de quotas d'émission de l'UE (SEQE de l'UE), ce qui souligne l'importance de la tarification du carbone pour la transition écologique. La Commission a augmenté le montant global des fonds disponibles et doublé le budget alloué aux projets de production de technologies propres par rapport à l'appel précédent. Un montant de 1,4 milliard d'euros est disponible pour renforcer les capacités de fabrication industrielle, la primauté technologique et la résilience de la chaîne d'approvisionnement en Europe.
Les projets seront évalués sur la base de leur potentiel de réduction des émissions de gaz à effet de serre, de leur degré d'innovation, de leur maturité, de leur reproductibilité et de leur rapport coût-efficacité. Les projets situés dans l'EEE peuvent prétendre à un financement et, à la suite de la récente révision de la directive SEQE-UE, les appels du Fonds pour l'innovation sont désormais également ouverts aux secteurs des transports maritimes et routiers et du bâtiment, en plus des technologies dans les secteurs à forte intensité énergétique (y compris l'aviation), les énergies renouvelables ou le stockage de l'énergie.
Avec des recettes provenant du système d'échange de quotas d'émission de l'UE estimées à 40 milliards d'euros entre 2020 et 2030, le Fonds pour l'innovation a pour objet de créer des incitations financières afin que les entreprises et les pouvoirs publics investissent dans des technologies de pointe à faibles émissions de carbone et soutiennent la transition de l'Europe vers la neutralité climatique. Le Fonds pour l'innovation a déjà alloué environ 6,5 milliards d'euros à plus de 100 projets innovants dans le cadre de ses précédents appels à propositions.

Commission launches first European Hydrogen Bank auction with €800 million of subsidies for renewable hydrogen production
The Commission launched today the first auction under the European Hydrogen Bank to support the production of renewable hydrogen in Europe, with an initial €800 million of emissions trading revenues, channelled through the Innovation Fund. Producers of renewable hydrogen can bid for support in the form of a fixed premium per kilogram of hydrogen produced. The premium is intended to bridge the gap between the price of production and the price consumers are currently willing to pay, in a market where non-renewable hydrogen is still cheaper to produce.
The European Hydrogen Bank complements other policy tools to build a market for renewable hydrogen, stimulate investments in the production capacity, and bring production to scale. Renewable hydrogen has a critical role to play in Europe's future energy mix, in particular for the decarbonisation of heavy industry and some transport sectors, replacing fossil fuels. By enabling a faster rollout of innovative hydrogen technologies the pilot auction will contribute to the REPowerEU Plan goal to produce 10 million tonnes of hydrogen domestically by 2030.
Bidders have until 8 February 2024 (17:00 CET) to apply via the EU Funding and Tenders Portal. Applicants will be informed about evaluation results as early as April 2024 and sign the Grant Agreements within nine months after the call closure. The pilot auction will allow the Commission to collect reliable data about the EU's renewable hydrogen project pipeline, the level of competition for this kind of support, the costs of renewable hydrogen production, and its market price.

Le quatrième cycle d'agrégation de la demande pour les achats communs de gaz commence aujourd'hui
La Commission lance aujourd'hui la quatrième possibilité pour les entreprises européennes d'enregistrer leurs besoins en termes d'achat de gaz à travers le mécanisme AggregateEU, permettant l'achat commun de gaz sur le marché international.
Les entreprises européennes ont jusqu'au 28 novembre pour répondre à cet appel d'agrégation de la demande de gaz. Les acheteurs potentiels pourront soumettre leur demande de gaz à livrer entre janvier 2024 et mars 2025. La demande collective fera ensuite l'objet d'un appel d'offres sur le marché mondial du 4 au 5 décembre afin que les fournisseurs internationaux puissent soumettre leurs offres d'approvisionnement aux clients européens.
Le vice-président exécutif Maros Šefčovič s'est exprimé en ces termes: «Ce cycle d'agrégation de la demande de gaz offre aux entreprises européennes une nouvelle opportunité afin d'unir leurs forces pour acheter l'énergie dont elles ont besoin. Alors que la majeure partie de l'Europe commence à utiliser le chauffage, la plateforme énergétique de l'UE poursuit sa contribution aux efforts que nous déployons pour garantir que tout le monde ait chaud cet hiver et pour maintenir les prix de l'énergie abordables pour les citoyens et l'industrie européenne. La plateforme énergétique de l'UE a été créée dans le cadre du plan REPowerEU afin de stimuler la diversification de l'approvisionnement en gaz suite à l'invasion de l'Ukraine par la Russie et à la décision collective de l'UE de mettre fin à sa dépendance à l'égard des importations de combustibles fossiles russes. L'agrégation de la demande et l'achat commun de gaz se font à travers le mécanisme AggregateEU, qui est accessible à tous les États membres de l'UE et aux parties contractantes de la Communauté de l'énergie.

Commission allocates support of over €50 million to Greek and Slovenian farmers affected by natural disasters
Today, the European Commission presented its proposal for a support measure worth €51.7 million to directly support Greek and Slovenian farmers affected by natural disasters. Coming from the agricultural reserve 2024, €43.1 million will be allocated to Greece and €8.6 million to Slovenia.
In August, Slovenia recorded extraordinary amounts of rainfall and torrential storms that resulted in landslides and floodings. Meanwhile, throughout August and September, Greece faced unprecedented wildfires, followed by severe floodings, severely affecting the agricultural landscape in the impacted regions.
The national authorities of Greece and Slovenia will directly distribute the aid to farmers to compensate for economic losses, with payments expected to be made by 31 May 2024. The two countries can complement this EU support up to 200% with national funds.
The Commission's draft measure will be discussed with Member States, who will vote on the implementing Regulation at a meeting of the Committee for the Common Organisation of Agricultural Markets on 30 November. If approved, it will be adopted and enter into force rapidly so that Greek and Slovenian national administrations can implement it without delay.

Le rapport sur la PAC couvrant la période 2023-2027 met en évidence la transition vers un modèle agricole européen durable
Un rapport de la Commission européenne confirme le rôle important des plans stratégiques relevant de la politique agricole commune (PAC) pour préserver le revenu des agriculteurs et la sécurité alimentaire, tout en soutenant la transition de l'agriculture de l'UE vers un modèle agricole durable.
Le rapport confirme que les plans stratégiques relevant de la PAC visent à mettre en œuvre la PAC la plus ambitieuse jamais réalisée d'un point de vue environnemental et climatique, au cours de la période 2023-2027. Il analyse l'impact prévue des plans stratégiques sur la réalisation des objectifs de la PAC 2023-2027, en particulier ceux liés à l'environnement, au climat et aux attentes sociétales telles que le bien-être animal. Le rapport souligne également la nécessité de renforcer les outils de prévention et de gestion des risques et de renforcer les stratégies en matière d'adaptation au changement climatique.
Pour la période 2023-2027, la PAC bénéficie d'un soutien de 307 milliards d'euros, dont 264 milliards d'euros provenant du budget de l'UE et 43 milliards d'euros supplémentaires provenant de fonds nationaux. Environ 2 500 interventions ont été conçues dans les 28 plans stratégiques relevant de la PAC présentés par les États membres et approuvés par la Commission européenne. Le rapport publié aujourd'hui s'appuie sur les informations contenues dans ces plans ainsi que sur l'évaluation qualitative des effets probables des choix opérés par les États membres.

New Harnessing Talent Platform supports regions faced with the ‘talent development trap'
Today, the Commission launched the Harnessing Talent Platform, a new hub for sharing best practices, which will help EU regions attract and retain people with the necessary skills to mitigate the impact of the demographic transition.
Dubravka Šuica, Vice-President for Democracy and Demography, said: “With the launching of this Harnessing Talent Platform, we are implementing a key part of the European Commission's work on addressing demographic change. This builds on the territorial dimension of demography which, as we stated in the Demography Toolbox launched last month, requires us to introduce place-based solutions that are grounded in local realities.”
Opening the launch event, Commissioner for Cohesion and Reforms Elisa Ferreira said: ”Leaving no one behind – that's our key mantra, and a core goal of Cohesion Policy! Thanks to Cohesion funds, we can provide regions with the necessary tools to fight the so-called ‘talent development trap'. By investing such funds into addressing disparities and enhancing the attractiveness of regions, we can support individuals wishing to work and live in their regions of origin. The new Platform is bringing regions one step closer to retaining and harnessing existing talents in their areas”.
The launch event also announced the 10 winning regions selected under the Pillar 1 call of the Talent Booster Mechanism, which will now receive the technical assistance and expertise to attract, develop and retain talent. In December 2023, the Commission will launch a call under Pillar 2, which will target 36 regions at risk of falling into the ‘talent development trap' - a decline of their working-age population and a stagnant number of people with tertiary education.
To build a fair and resilient society that leaves no region or individual behind, the Commission launched the Talent Booster Mechanism in 2023. The Mechanism is an eight-pillar initiative to support regions in training, retaining, and attracting people with the necessary skills to mitigate the impact of the demographic transition. The new Platform will help to deliver on these objectives and will act as a hub for collaboration and communication.

Commission calls on Member States to step up Schengen cooperation and shares good practices to further enhance cooperation on EU asylum procedures
Today, the Commission is adopting a Recommendation for increased cooperation between Member States in the Schengen area. This is accompanied by a report on the consultations carried out by the Schengen Coordinator with Member States, in relation to long-lasting internal border controls.
Today's Recommendation promotes the use of alternative measures to internal border controls as well as increased cooperation and information exchange in the event of reintroduction of such controls in different areas. More information is available in the press release.
The Commission is also presenting today the ‘Dublin Roadmap in action - Enhancing the effectiveness of the Dublin III Regulation: identifying good practices in the Member States'. The Commission identified a number of initiatives as potential good practices, aiming to support Member States.
This builds upon the Dublin Roadmap, developed by the Commission and endorsed by Member States in November 2022, and which sets out practical actions aiming to reduce incentives for secondary movement through improved cooperation among Member States. EU Clean Air Forum will discuss impact of air pollution and upcoming EU policy
Today and tomorrow, the fourth EU Clean Air Forum organised by the Commission and hosted by the Netherlands is bringing together decision makers, representatives of civil society, businesses, academia and research as well as public authorities from across the EU to debate on how to further reduce and prevent air pollution.
Maroš Šefčovič, Executive Vice-President for the European Green Deal, and Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries, will represent the Commission. Other high-level keynote speakers will include Vivianne Heijnen, Minister of the Environment of the Netherlands and Ahmed Aboutaleb, Mayor of Rotterdam. Executive Vice-President Šefčovič delivered the opening speech this morning, which can be found here.
Tomorrow, the European Environment Agency (EEA) will present this year's report on air pollution and its health impacts, which will be available here. The EEA and the Commission will also launch a major update of the ‘European Air Quality Index' app. The revamped app will be available in 24 languages and will include information about air quality as well as health recommendations everywhere in the EU. Using the app, citizens can easily find information on air quality and its impacts where they live, work or travel.
Ahead of the Forum, the Commission's Joint Research Centre released the 2023 edition of the Urban PM2.5 Atlas. The Atlas pinpoints the sources of air pollution, such as fine particulate matter, by sector for 150 cities in the EU. The data will help cities to design air quality plans, ensuring that measures are targeted at the highest polluting activities. This underlines the importance and urgency of taking both city-specific measures and European-level policy action. In this sense, the Commission has adopted in 2022 a proposal for strengthening EU ambient quality rules, which is currently under negotiations with the European Parliament and the Council.
The EU Clean Air Forum is organised every two years, to support implementation of EU legislation and policies related to improving air quality. This year, 300 participants are expected in Rotterdam and further 400 participants will contribute to the discussions online.

President von der Leyen participates in the EU-Canada Summit on 23-24 November
The President of the European Commission, Ursula von der Leyen, together with the President of the European Council, Charles Michel, will travel to St John's, in the Canadian province of Newfoundland and Labrador, to participate in the 19th EU-Canada Summit, which takes place on 23 and 24 November.
The Prime Minister of Canada, Justin Trudeau, will receive them at their arrival on Thursday night. On Friday, President von der Leyen, together with President Michel, will hold a meeting with the Prime Minister. This will be an important step in taking forward an already thriving and unique partnership with a strategic, like-minded partner like Canada.
In particular, they will discuss the situation in the Middle East, our continued strong support to Ukraine, new cooperation on research, innovation, clean tech, digital tech and critical raw materials, as well trade and investments. At the end of the meeting, there will be a joint press conference, which you can follow on Ebs.
Later that day, the three leaders will meet with representatives of local companies to discuss climate and the clean energy transition.

Commissioner Johansson hosts the EU-Türkiye High-level Dialogue on migration and security
Today, Commissioner for Home Affairs, Ylva Johansson is hosting in Brussels the second EU-Türkiye High-level Dialogue on migration and security.
Together with the Turkish Minister of Interior, Ali Yerlikaya, they will discuss the state of play on shared priorities regarding migration management and security. Discussions will cover efforts including irregular migration, border management, the fight against migrant smuggling and visa application processes. They will also address security aspects, such as combatting organised crime and drugs, counterterrorism, and radicalisation.
The EU continues to engage with Türkiye to promote the full and effective implementation of the EU-Turkey Statement and the EU-Turkey readmission agreement.
This was also reflected in the Eastern Mediterranean Action Plan presented by the Commission in October. Its aim is to address migration management along this route through targeted operational measures.

La commissaire Dalli en Espagne, pour discuter de la violence à l'égard des femmes
Aujourd'hui, la commissaire Dalli est en Espagne pour discuter des mesures visant à lutter contre la violence à l'égard des femmes et l'inclusion. Jeudi, elle rencontrera Carlien Scheele, présidente de l'Institut européen pour l'égalité entre les hommes et les femmes (EIGE). La commissaire, en collaboration avec les ministres européens de l'égalité et des représentants de l'Agence des droits fondamentaux de l'Union européenne, se rendra dans un centre de soins aux victimes de violences sexuelles. Vendredi, la commissaire Dalli assistera à la réunion informelle des ministres de l'égalité sur la violence à l'égard des femmes à Pampelune.
Vendredi et samedi, elle participera au Forum social européen des femmes et des filles handicapées à León, où elle inaugurera l'exposition « Je décide » et prononcera un discours sur l'élimination de la violence à l'égard des femmes et des filles handicapées. Elle participera également à la cérémonie de remise des prix Cermi.es, en tant que candidate dans la catégorie « Action en faveur des femmes handicapées ». Commissioner Simson in South Africa to discuss energy investment and renewable hydrogen
Following her mission to Mozambique, Commissioner for Energy, Kadri Simson, will be in South Africa today and tomorrow (Friday 24) to discuss opportunities for investments in wind generation, hydrogen and electricity grids and exchange on South Africa's efforts to deliver on its just transition programme and progress towards a cleaner energy system.
In the run-up to COP28, the EU is rallying countries across the globe to sign up to global targets to triple installed renewable energy capacity and double the rate of energy efficiency improvements by 2030. It is also taking forward work to implement Just Energy Transition Partnerships with international partners.
Commissioner Simson will meet with representatives of South Africa's Presidency, business associations and South African energy agencies to discuss energy investments, with a particular focus on offshore and onshore wind, renewable hydrogen and critical minerals. This discussion with international partners comes in the midst of the European Hydrogen Week 2023. The Commissioner delivered a video address yesterday on the importance of actions to support hydrogen infrastructure.
Commissioner Simson will also hold a series of bilateral meetings, with the Minister for Public Enterprises, Pravin Gorhan; Minister for Higher Education, Science and Innovation, Blade Nzimande and Minister for Trade, Ebrahim Patel.

Le commissaire Gentiloni se rend en Norvège pour discuter d'InvestEU et de la coopération économique
Aujourd'hui et demain, les 23 et 24 novembre, Paolo Gentiloni, commissaire chargé de l'économie, se rend à Oslo, en Norvège, pour assister à une série de réunions et d'événements bilatéraux sur la coopération économique et les possibilités d'investissement.
Premièrement, le commissaire rencontrera le Premier ministre norvégien, Jonas Gahr Støre, pour discuter de la coopération économique entre l'UE et la Norvège. Il participera ensuite à un évènement public organisée par le think tank Civita et la délégation de l'UE en Norvège. L'événement se concentrera sur l'avenir économique de l'Europe et les relations entre l'UE et la Norvège. Le commissaire rencontrera également des hauts fonctionnaires de la Banque centrale norvégienne et de Norges Bank Investment Management pour discuter de l'évolution économique et des politiques d'investissement.
Demain, le 24 novembre, le commissaire Gentiloni prononcera un discours lors de la présentation d'InvestEU en Norvège (« InvestEU Roadshow »), aux côtés de Jan Christian Vestre, ministre norvégien du commerce et de l'industrie, et Teresa Czerwińska, vice-présidente de la Banque européenne d'investissement. La Commission a signé un accord de contribution avec la Norvège dans le cadre du programme InvestEU afin de collaborer pour attirer des investissements privés et publics en vue de promouvoir des priorités communes telles que la transition écologique et numérique.

Commissioner Breton in Karlsruhe to discuss Nuclear Safety and Security activities of the JRC
Today, Commissioner Breton will be travelling to Karlsruhe, Germany, to celebrate the 60th anniversary of the Nuclear Safety and Security activities of the Commission's Joint Research Centre (JRC).
The Commissioner will be visiting the Nuclear Laboratories of the JRC and holding discussions with scientists. Commissioner Breton will be opening the high-level event on the 60 years of JRC Nuclear Safety and Security. He will be discussing how the JRC has been developing nuclear expertise and making available nuclear research infrastructures to EU Member States and around the world.
The JRC supports the Commission's work on nuclear safeguards and security by developing efficient and effective systems for the safeguards and proliferation resistance of current and future nuclear fuel cycle systems and for the security of nuclear and radioactive materials. It tackles R&D challenges in the areas of nuclear materials measurements, containment and surveillance, and process monitoring.
