The Commission allocates €500 million to ramp up ammunition production, out of a total of €2 billion to strengthen EU's defence industry
Today, the Commission allocated the €500 million foreseen under the Act in Support of Ammunition Production (ASAP). This will allow the European defence industry to ramp up its ammunition production capacity to 2 million shells per year by the end of 2025.
The Commission completed the evaluation under the ASAP Regulation in record time and selected 31 projects to assist European industry in increasing its ammunition production and readiness. The selected projects cover five areas: explosives, powder, shells, missiles, and testing and reconditioning certification. ASAP focuses on powder and explosives, which are bottlenecks for ammunition shell production, and will allocate some three quarters of the programme to them. The programme will support projects increasing the annual production capacity by more than 10 000 tons of powder, and by more than 4 300 tons of explosives.
The Commission also launched the Work Programme for the instrument for the reinforcement of the European defence industry through common procurement (EDIRPA) and the fourth annual Work Programme of the European Defence Fund (EDF).
Together, these programmes have a budget of almost €2 billion. Today's steps towards the reinforcement of the European defence technological and industrial base are taken in the wake of the adoption of the first ever European Defence Industrial Strategy (EDIS) and the associated proposal for a European Defence Industry Programme (EDIP).

Two years on, synchronisation of Ukraine and Moldova's electricity grids continues to ensure energy stability
Tomorrow marks the second anniversary of the successful emergency synchronisation of Ukraine's and Moldova's electricity grid to the Continental European Network. This operation is a very tangible example of the EU's immediate support to Ukraine and Moldova in the aftermath of Russia's invasion. The synchronisation has been key to maintain operation of the Ukrainian network following Russia's relentless attacks targeting Ukrainian's electricity supplies. It thus helped keeping access to electricity, heat and hot water for millions of Ukrainians during the winter period. Since the start of Russia's illegal war, the volume of electricity imports to Ukraine increased by more than 94% compared to 2021.The synchronisation has also helped to ensure export revenues for Ukraine by enabling commercial trade flows whenever Ukraine was in electricity surplus.
Commissioner for Energy Kadri Simson said: “The synchronisation of the grids two years ago was not only a very important achievement for securing energy supplies for Ukraine and Moldova. It was also a strong political symbol of our support, and that remains the case today. Throughout the difficult two years of war in Ukraine, our cooperation with Minister Galushchenko and Ukrenergo has been seamless. I want to pay tribute to the extraordinary efforts and skills of Ukraine in keeping the system running and carrying out repairs in the face of Russia's targeted attacks against energy infrastructure.”
Two years after the emergency synchronisation, the interconnection is now permanent. At the end of 2023, ENTSO-E - the umbrella body of European Transmission System Operators, confirmed that the Ukrainian Transmission System Operator Ukrenergo had complied with all the requirements necessary to enable a permanent interconnection and it became a full member of ENTSO-E.
Over two years into the war, the EU continues to do its utmost to provide the necessary equipment for emergency repairs of critical energy infrastructure in Ukraine and, increasingly, equipment for decentralised electricity generation, such as mobile gas turbines and solar panels, as well as protective equipment.

Plus de 66 millions d'euros des fonds de politique de cohésion soutiennent le développement du premier terminal aéroportuaire bioclimatique au monde à La Réunion
L'inauguration du nouveau terminal de l'aéroport Roland Garros à La Réunion, en France, a eu lieu aujourd'hui, ce qui permet à la région d'accueillir le premier terminal aéroportuaire bioclimatique au monde. Grâce à une aide de plus de 66 millions d'euros provenant du Fonds européen de développement régional (FEDER) pour la période de programmation 2014-2020, cet investissement soutiendra la croissance économique locale, améliorera la connectivité de cette région ultrapériphérique de l'UE, et contribuera à la décarbonisation de l'infrastructure.
La commissaire chargée de la cohésion et des réformes, Elisa Ferreira, a dit : « Ayant visité l'aéroport il y a un an, j'ai été très impressionnée par l'innovation derrière ce projet, qui devient le premier aéroport au monde doté d'un terminal bioclimatique et qui constitue une avancée considérable en termes d'efficacité énergétique. Une fois de plus, nous avons démontré que la politique de cohésion accélère la croissance économique locale et crée des emplois tout en contribuant aux objectifs climatiques de l'UE. »
Le nouveau terminal des arrivées utilise le vent pour refroidir le bâtiment, dont la conception moderne et l'ingénierie innovante optimisent l'utilisation des énergies renouvelables et la ventilation naturelle. Des panneaux photovoltaïques ont également été installés pour fournir l'électricité nécessaire au fonctionnement des activités de l'aéroport. Pour ce terminal, les zones d'arrivée des passagers ont été reconfigurées et le système de traitement des bagages modernisé est conforme aux directives énoncées dans le dernier règlement de sécurité de l'UE.
L'aéroport soutient également 18 600 emplois directs et devrait contribuer à hauteur de 4 % au PIB global de l'île ; il est un moteur essentiel de la croissance économique pour la communauté locale.
Pour les programmes 2021-2027, le financement de la politique de cohésion pour les aéroports n'est autorisé que pour les 9 régions ultrapériphériques de l'UE, y compris La Réunion. Pour améliorer la connectivité de ces régions ultrapériphériques, les autorités peuvent utiliser les investissements du FEDER pour la construction d'aéroports et d'infrastructures connexes.

Budapest et la plateforme en ligne Nudgd récompensées pour leurs activités en faveur de la mobilité verte dans le cadre des prix européens de la mobilité urbaine
Budapest a reçu le prix de la Semaine européenne de la mobilité (European Mobility Week Award) lors d'une cérémonie qui s'est tenue hier soir à Bruxelles, tandis que la plateforme en ligne Nudgd a remporté le prix de l'action en faveur de la mobilité. Ces deux prix récompensent des activités menées en 2023.
Le jury a sélectionné la ville de Budapest pour son week-end sans voiture, qui a rassemblé 10 000 participants, ainsi que pour sa journée sans voiture du 22 septembre 2023. Cette dernière s'est tenue le jour même où les plans d'une nouvelle zone piétonne le long du Danube ont été dévoilés. En étroite collaboration avec la ville de Vienne, Budapest a également accueilli un événement public visant à mettre en avant de meilleures pratiques en matière de politiques en faveur de la marche et du vélo.
Nudgd, une plateforme suédoise en ligne, a impressionné le jury par son utilisation de la science comportementale pour promouvoir le transport scolaire durable à Helsingborg. Au cours de la phase pilote, près de 40 % des 2 400 participants ont adopté, ou envisagé d'adopter, un mode de transport plus actif.
La commissaire aux transports, Adina Vălean, a déclaré : « Je félicite les lauréats et les finalistes de cette année pour leur réflexion véritablement innovante en termes d'économie d'énergie au travers de la mobilité, du réaménagement de l'espace public de manière créative, ainsi que de l'espace numérique. Les villes sont nos meilleurs laboratoires pour la mobilité de demain. Je tiens également à saluer les huit villes ukrainiennes qui ont participé à la Semaine européenne de la mobilité 2023. Mes pensées vont à toutes les autres villes ukrainiennes (76) qui ont participé aux précédentes Semaines européennes de la mobilité. J'espère qu'elles pourront bientôt se joindre à nouveau à l'événement. »
Pendant la Semaine européenne de la mobilité, qui se déroule chaque année du 16 au 22 septembre, les villes peuvent choisir d'organiser une journée sans voiture, ainsi que des activités visant à promouvoir de nouvelles infrastructures et à sensibiliser le public aux alternatives de mobilité durable. L'an dernier, l'inscription de 3 351 villes de 45 pays a atteint un nombre record. Quelque 875 actions de mobilité ont également été enregistrées par des entreprises, des organisations de la société civile, des institutions et des administrations locales.

Un nouvel appel à projets soutient les organisations culturelles offrant des opportunités de mobilité aux artistes
Aujourd'hui, le troisième appel de Culture Moves Europe s'ouvre pour soutenir les organisations qui se préparent à accueillir des artistes et des professionnels de la culture des 40 pays d'Europe Créative.
Les candidats retenus recevront des subventions pour les aider à financer l'accueil, la mobilité et l'hébergement d'un maximum de cinq artistes et professionnels internationaux de la culture pour une durée maximale de 180 jours.
Cet appel du plus grand programme de mobilité culturelle de l'UE est ouvert à tous les potentiels hôtes de résidence, y compris les organisations à but non lucratif, les fondations, les entreprises et les travailleurs indépendants, basés dans les 40 pays et issus des secteurs culturels et créatifs, du spectacle et du visuel, les arts, la musique, le patrimoine culturel et l'architecture, la mode, le design et la littérature.
Iliana Ivanova, commissaire chargée de l'innovation, la recherche, la culture, l'éducation et la jeunesse, a déclaré : « Culture Moves Europe est devenue l'action phare de la mobilité dans les secteurs culturels et créatifs. Ces collaborations transfrontalières nourrissent nos artistes, améliorent leur processus créatif et enrichissent le paysage culturel européen dans son ensemble. Culture Moves Europe dispose d'un budget de 21 millions d'euros provenant du programme Europe Créative, qui fête cette année ses 10 ans d'existence. Le programme de mobilité offrira des bourses à environ 7 000 artistes, professionnels de la culture et organisations d'accueil entre 2022 et 2025. Culture Moves Europe est mis en œuvre par le Goethe-Institut.

Commission approves €8.48 million Greek State aid measure to compensate Sky express in the context of the coronavirus pandemic
The European Commission has approved, under EU State aid rules, a €8.48 million Greek aid measure to compensate the airline Sky express in the context of the coronavirus pandemic.
Under the measure, the aid will take the form of a direct grant to compensate the airline for the damage suffered during the coronavirus pandemic, specifically the period between 23 March and 31 October 2020, when travel restrictions were imposed by Greece and other countries to limit the spread of the virus. As a result of these restrictions, Sky express experienced a steep decline in traffic and profitability over this period.
The Commission assessed the measure under Article 107(2)(b) of the Treaty of the Functioning of the European Union, which enables the Commission to approve State aid measures granted by Member States to compensate specific companies or sectors for damage directly caused by exceptional occurrences, such as the coronavirus outbreak. The Commission found that the Greek measure provides compensation for damage that is directly linked to the coronavirus pandemic. It also found that the measure is proportionate, as the compensation does not exceed what is necessary to make good the damage. On this basis, the Commission approved the measure under EU State aid rules.
The non-confidential version of the decision will be made available under the case number SA.62482 in the State aid register on the Commission's competition website once any confidentiality issues have been resolved.

La Commission évalue l'acquisition de Boissons Heintz par Brasserie Nationale
La Commission européenne a accepté la demande de renvoi présentée par le Luxembourg afin d'évaluer, conformément au règlement européen sur les concentrations, l'acquisition de Boissons Heintz par Brasserie Nationale, toutes deux basées au Luxembourg.
La transaction concerne principalement la distribution en gros de boissons au Luxembourg.
La transaction proposée n'atteint pas les seuils de chiffre d'affaires fixés par le règlement européen sur les concentrations et n'a donc pas été notifiée à la Commission. Par ailleurs, la transaction ne franchit les seuils de notification au titre du contrôle des concentrations d'aucun État de l'Espace économique européen (« EEE »). Le 7 février 2024, l'Autorité luxembourgeoise de la concurrence a présenté à la Commission une demande de renvoi conformément à l'article 22, paragraphe 1, du règlement européen sur les concentrations. Cette disposition permet aux États membres de demander à la Commission d'examiner une concentration qui n'a pas de dimension européenne, mais qui affecte le commerce entre États membres et menace d'affecter de manière significative la concurrence sur le territoire du ou des États membres qui formulent cette demande. Aucun autre État membre de l'EEE n'a rejoint la demande de renvoi initiale présentée par le Luxembourg.
Sur la base des informations fournies par le pays demandeur, et sans préjudice de l'issue de son enquête complète, la Commission considère que l'opération remplit les critères de renvoi prévus à l'article 22 du règlement européen sur les concentrations. En particulier, l'opération affecte le commerce entre États membres, compte tenu de l'importance des importations de boissons au Luxembourg, et menace d'affecter de manière significative la concurrence dans le pays demandeur, puisqu'elle combine les deux principaux distributeurs en gros de boissons au Luxembourg.
La Commission a demandé à Brasserie Nationale de notifier la transaction.

Commission clears acquisition of Nordic Waterproofing Group by Kingspan
The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Nordic Waterproofing Holding AB (‘Nordic Waterproofing Group') of Sweden by Kingspan Holdings Ireland Limited (‘Kingspan') of Ireland.
The transaction relates primarily to the manufacture and supply of waterproofing membranes and other roofing solutions.
The Commission concluded that the notified transaction would not raise competition concerns, given its limited impact on competition in the markets where the companies are active. The notified transaction was examined under the normal merger review procedure.

Commission clears creation of joint venture by IP and EV Asset Holdings
The European Commission has approved, under the EU Merger Regulation, the creation of a joint venture (‘IPlanet') by Italiana Petroli S.p.A. (‘IP') and EV Asset Holdings S.p.A, all of Italy.
The transaction relates primarily to the installation and operation of ultra-fast public charging stations for electric vehicles off-motorways in Italy, as well as to the provision of subscription services for public charging stations for electric vehicles.
The Commission concluded that the notified transaction would not raise competition concerns, given the companies' limited market positions resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

La Présidente von der Leyen se rend en Égypte
La présidente de la Commission européenne, Ursula von der Leyen, se rendra dimanche au Caire, accompagnée du Premier ministre belge, Alexander de Croo, du Premier ministre grec, Kyriakos Mitsotakis, et de la Premier ministre italienne, Georgia Meloni. La présidente et les trois premiers ministres y rencontreront Abdel Fattah El-Sisi, président d'Égypte.
Ce voyage s'inscrit dans le cadre des discussions qui ont eu lieu sur un partenariat renforcé entre l'UE et l'Égypte.
Il fait suite à la visite de la présidente von der Leyen en novembre 2023. Les discussions entre l'UE et l'Égypte se sont intensifiées au cours des dernières années pour couvrir un large éventail de domaines d'intervention. L'UE et l'Égypte travaillent ensemble à un partenariat stratégique et global mutuellement bénéfique, qui s'appuie sur des relations de longue durée et sur les priorités de partenariat convenues l'année dernière.

College members participate in the European Summit of Regions and Cities from 18-19 March in Mons, Belgium
From 18-19 March, Executive Vice-President Šefčovič, Vice-Presidents Věra Jourová, Dubravka Šuica and Margaritis Schinas, and Commissioners Nicolas Schmit, Elisa Ferreira, Helena Dalli, Ylva Johansson, Janez Lenarčič, Olivér Várhelyi and Iliana Ivanova will participate in the 10th European Summit of Regions and Cities in Mons, Belgium.
The Summit will gather thousands of mayors, councillors, regional ministers and other European and global decision-makers, to discuss how regions and cities can contribute to the future of the EU, focusing on key topics such as democracy, sustainable development, green transition, gender equality, EU enlargement and social, economic and territorial cohesion.
On Monday, 18 March, Commissioners Ferreira and Schmit will deliver speeches as part of the session, ‘Just transition and cohesion at the heart of future EU investment policies'. Commissioner Ferreira will also deliver a speech at the session, ‘A renewed Cohesion Policy that leaves no one behind'. Commissioner Johansson will deliver a video message during the ‘Building inclusive communities' session and Commissioner Dalli will deliver a video message during the ‘Strategies and approaches to improve gender parity in politics' event.
On Tuesday, 19 March, Vice-President Schinas will kick-off discussions with a keynote speech as part of the ‘EU Elections 2024' session. Commissioner Ivanova will address the ‘Co-creating cities and regions with young people' session with a video message, followed by a video message by Executive Vice-President Šefčovič as part of the Green Deal session.
The plenary session on ‘the vision of regions and cities for the Future of Europe' will see Vice-President Šuica speak alongside Belgian Prime Minister Alexander De Croo and others. The plenary will adopt the Mons Declaration, a declaration that sets out the vision of regions and cities for the future of Europe. Commissioner Várhelyi will then deliver a video message at the session on Ukraine, while Commissioner Lenarčič will deliver a speech via video message at the ‘Preparing region and cities against crises' session.
Vice-President Jourová will conclude the two-day event by speaking at the final session of this year's programme, which will focus on democracy and values.

EU, France and Germany announce International Humanitarian Conference to support Sudan
Today, Commissioner for Crisis Management Janez Lenarčič will deliver opening remarks at a Senior Officials Meeting (SOM) held in Brussels in preparation of the ‘International Humanitarian Conference for Sudan and its Neighbours', scheduled to take place in Paris on 15 April 2024, marking one year since the outbreak of the conflict that has generated the largest displacement crisis worldwide.
The SOM brings together EU Member States, key humanitarian donors, Sudan's neighbours, as well as the United Nations, the International Committee of the Red Cross and international non-governmental organisations 11 months since the war in Sudan broke out, the SOM is an opportunity for partners to provide an overview of the devastating humanitarian situation in Sudan and neighbouring countries and the response so far, as well as reiterate urgent calls for the respect of International Humanitarian Law. It is also a platform to discuss key asks to the parties to the conflict and donor community, as well as mobilise more funding in view of the upcoming International Humanitarian Conference on Sudan, co-organised by the European Commission, France and Germany.
For 2024, the EU has mobilised an initial amount of €72 million for the humanitarian response in Sudan. In the framework of the European Humanitarian Response Capacity (EHRC), the EU has completed two Humanitarian Air Bridge operations to Chad and Sudan since the beginning of the crisis.

European Humanitarian Forum will gather international decision-makers in Brussels to tackle major global crises
The 2024 edition of the European Humanitarian Forum will take place from Monday 18 to Tuesday 19 March 2024 in Brussels. It will be livestreamed online as well as being open to attend by registered media.
This year's Forum, co-organised by the European Commission and the Belgian Presidency of the Council of the EU, will focus on two thematic strands: ‘Funding gap and prioritisation' and ‘Forgotten crises and fragile humanitarian environments.' Global humanitarian needs have reached unprecedented levels. Projections indicate that in 2024 nearly 300 million people around the world need humanitarian assistance and protection. This is primarily due to armed conflicts, but increasingly due to climate emergencies, as well as other pressing global issues. On 18 March, Commissioner Janez Lenarčič, and the Belgian Minister of Development Cooperation, Caroline Gennez, will open the event at 09:00. High Representative/Vice President, Josep Borrell will also address participants. A pledging conference with EU Foreign Ministers will then follow. Le septième dialogue sur la transition propre se concentre sur la construction de villes résilientes au changement climatique et décarbonées
Cet après-midi, le vice-président exécutif pour le Pacte vert européen, Maroš Šefčovič, présidera le septième dialogue sur la transition propre, consacré cette fois aux villes de l'UE et à leur rôle essentiel pour faire de la transition verte et de la voie vers la neutralité climatique une réalité sur le plan local. Ce dialogue engagera des représentants des villes de l'UE, de réseaux urbains, des industries clés telles que le secteur du bâtiment et des transports urbains, ainsi que de la communauté financière. Il s'appuiera sur les échanges qui se sont déroulés à l'occasion de l'événement « Traduire le Pacte vert européen en actions locales », organisé par la Présidence belge du Conseil de l'UE, durant duquel le vice-président exécutif a prononcé un discours plus tôt dans la journée.
Le vice-président exécutif Šefčovič échangera avec les participants sur les moyens de faire avancer la transition verte sur le terrain, de décarboniser nos villes et d'améliorer leur résilience et leur préparation au changement climatique. Avec une attention particulière aux rôles de l'industrie, des entreprises locales et de la communauté financière, le dialogue se déroulera en trois sessions thématiques axées sur les bâtiments, les transports urbains et la mise en œuvre du financement de la transition au niveau local.
En début de semaine, l'évaluation européenne des risques climatiques (EUCRA) a mis en évidence combien l'Europe est déjà confrontée aux effets du réchauffement climatique et comment les risques climatiques affecteront les régions et les villes de l'UE. La communication de la Commission sur la gestion des risques climatiques en Europe ultérieure montre comment l'UE et ses États membres peuvent mieux anticiper, comprendre et traiter les risques climatiques croissants. La Commission travaillera avec les autorités régionales et locales sur les actions proposées par cette communication, et continuera à soutenir les villes de l'UE dans leurs efforts de décarbonisation et de résilience au changement climatique.
Inaugurés par la Présidente de la Commission dans son discours annuel sur l'état de l'Union européenne en 2023, les dialogues sur la transition propre constituent un cadre dans lequel la Commission échange avec les divers acteurs concernés sur la manière de mettre en œuvre le Pacte vert européen. Les dialogues précédents ont porté sur l'hydrogène, les industries à forte intensité énergétique, les technologies propres, les infrastructures énergétiques, les matières premières essentielles et la bioéconomie forestière. La Commission fera le point sur ces dialogues dans une communication prévue pour le mois d'avril.

Commissioner Johansson travels to Australia to strengthen cooperation on security and fighting child sexual abuse
Next week, from 18 to 21 March, Commissioner for Home Affairs, Ylva Johansson will be in Australia to strengthen the ongoing EU-Australia collaboration on security matters, including the fight against child sexual abuse, organised crime and counter-terrorism.
Commissioner Johansson will meet on Monday with Australia's eSafety Commissioner, Julie Inman Grant, to discuss common priorities and ongoing legislative efforts to prevent and combat child sexual abuse. On Tuesday, the Commissioner will meet with the Minister for Home Affairs of Australia, Claire O'Neil. They will discuss shared priorities to tackle violent extremism and terrorism including online radicalisation, amongst other topics. The Commissioner will also visit the Office of National Intelligence. The Commissioner will also meet with the Attorney General to discuss the global fight against child sexual abuse and organised crime and drugs trafficking.
In addition, the Commissioner will visit the National Office of Child Safety, the Australian Centre to Counter Child Exploitation and the International Centre For Missing and Exploited Children. Across these institutions she will exchange with senior officials on the work of Australian authorities and the EU in fighting child sexual abuse.
On 11 May 2022, the Commission adopted a proposal on preventing and combating child sexual abuse to fight abuse against children on-line as offline, in full respect of fundamental rights. Negotiations with co-legislators are still ongoing on this proposal. To avoid a legislative gap in the detection and reporting of child sexual abuse online, the Commission has proposed an extension of the Interim Regulation's duration. The extension was agreed with co-legislators and will apply from 4 August 2024 until 3 April 2026. The Commission also adopted a proposal to update criminal law rules on child sexual abuse and sexual exploitation, including those enabled or facilitated by technological developments.

Commissioner Sinkevičius in Paraguay, Bolivia and Ecuador to discuss cooperation on addressing deforestation
From today until 22 March, Commissioner Sinkevičius is travelling to Paraguay, Bolivia and Ecuador to discuss cooperation in environmental protection, notably in the implementation of the EU Deforestation Regulation.
Today, the Commissioner will be in Paraguay where he will meet Santiago Peña, President of the Republic, and Víctor Alfredo Verdún Bitar, Minister of Foreign Affairs. He will also hold exchanges with private sector organisations as well as civil society and youth representatives. On 16 March, the Commissioner will visit the Itaipu hydroelectric dam and launch the EU Forest4Life Project Paraguay at the Mbaracayú Forest Nature.
On 18 March, the Commissioner will be in Bolivia where he will meet with Minister for Foreign Affairs, Celinda Sosa Lunda; Minister of Planning, Sergio Cusicanqui; and Minister of Environment, Rubén Méndez. On 19 March, he will travel to the protected area of Santa Cruz ‘Lomas de Arena', where he will meet regional representatives and discuss the issues linked to deforestation. He will also visit the Santa Cruz Environmental Education Centre.
Finally, on 20 March until 22 March, the Commissioner will be in Ecuador where he will meet Gabriela Sommerfeld, Minister of Foreign Affairs. He will notably exchange on the fight against environmental crimes, on deforestation and fisheries. The Commissioner will then participate in the high-level segment of the Conference on Products Free of Deforestation, followed by the launch of the Team Europe Ukumari project and signature of the Memorandum of Understanding on the EU-Ecuador forest partnership.
On 21 March, the Commissioner will meet with Sade Fritschi, Minister of Environment; Mónica Calvopiña, Life Fund executive director; and María José Barragán, science director of the Charles-Darwin Foundation. Finally, on 22 March, the Commissioner will travel to Quito, where he will meet the Mayor, Pabel Muñoz, to discuss green urban mobility, water and sanitation.
A press conference will take place today after the meeting with Santiago Peña, President of the Republic of Paraguay, which you will be able to follow live on EbS.
