Commission publishes Schengen report setting new priorities for the year ahead

Today, the Commission reports on the State of Schengen over the past year and sets the priorities for the year ahead. The Schengen area has evolved into the world's largest free travel area. Guaranteeing smooth and secure travel to a population of almost 450 million people, the Schengen area is essential for the European Union's competitiveness.

In 2023, Schengen has remained strong and remains the most visited destination in the world. Over 10 million Schengen visas were issued, and more than half a billion passengers visited the Schengen area, reaching 92% of pre-pandemic 2019 levels. This has significantly contributed to the EU economy, as tourism contributes close to 10% of the EU's GDP and provides jobs to about 22.6 million people.

The 2024 State of Schengen reports on the achievements, challenges and developments in the Schengen area during the last cycle of 2023-2024. The report shows that the Schengen rules are well applied, although there are some implementation gaps, for instance: a reinforced legislative framework, where work is required to put in place the new measures, including police cooperation, to phase out long-lasting internal border controls; an integrated Schengen governance framework, for which the Commission will continue to work towards more complete data analysis in close cooperation with the EU agencies and Member States; and historic steps to complete the Schengen area with Bulgaria and Romania, starting with lifting controls at air and sea borders as of 31 March 2024. A further Council Decision is needed for the lifting of checks at the internal land borders with Bulgaria and Romania.

Commission receives Croatia's fifth payment request under the Recovery and Resilience Facility

Yesterday afternoon, the Commission has received Croatia's fifth payment request for €821,7 million (net of pre-financing) with €555.7 million in grants and €266 million in loans.

Croatia's fifth payment request concerns a total of 25 milestones and 12 targets. It covers transformative reforms in areas including monitoring and development of tourism policy, regulatory impact assessment, judicial case management, transparency and ethical standards in public institutions, supervision of the financial sector, public procurement, the education model in primary and secondary schools, the social welfare system, the exercise of rights of persons with disabilities, management of the healthcare system, and energy renovation.

The request also covers important investments in areas including Croatia's business environment, water supply, wastewater infrastructure, production and use of biofuels in transport, energy and agriculture infrastructure, development of broadband access infrastructure, cybersecurity, and digital transition in public administration.

The Commission will now assess the request. It will then send its preliminary assessment of Croatia's fulfilment of the milestones and targets required for this payment to the Council's Economic and Financial Committee.

L'UE annonce des engagements d'une valeur de 3,5 milliards d'euros pour protéger l'océan et promouvoir la durabilité à l'occasion de la conférence « Our Ocean » qui se tient en Grèce

Aujourd'hui, à l'occasion de la conférence « Our Ocean » qui se tient en Grèce, l'Union européenne confirme son solide engagement en faveur de la gouvernance internationale des océans, en annonçant 40 engagements pour 2024. Ces actions seront financées grâce aux 3,5 milliards d'euros provenant de divers fonds européens. Elles représentent le montant le plus important jamais annoncé par l'UE depuis le début des conférences « Our Ocean ».

La conférence « Our Ocean » est une initiative internationale, lancée en 2014 et accueillie chaque année par un gouvernement différent, qui vise à encourager la gouvernance mondiale des océans et les actions en faveur de la conservation du milieu marin et du développement durable. La conférence de cette année appelle à des efforts conjoints à l'échelle mondiale en faveur d'un océan sûr, sécurisé, propre, sain et géré de manière durable. Lors de la conférence, l'UE prend des engagements couvrant tous les thèmes de cet événement : la pêche durable, les aires marines protégées, les océans et le changement climatique, les économies bleues durables, la pollution marine, la sécurité maritime, et plus encore.

EU requests consultations under Trade and Cooperation Agreement over UK's permanent closure of the sandeel fishery

Today, the European Union requested consultations with the United Kingdom under the dispute settlement mechanism of the EU-UK Trade and Cooperation Agreement (TCA) regarding the United Kingdom's decision to prohibit the fishing of sandeel, with the aim of reaching a mutually agreeable solution.

Effective since 26 March 2024, the closure of the sandeel fishery covers English waters within the North Sea and all Scottish waters. This measure significantly restricts access for EU vessels to this fishery. The EU questions the compatibility of the full and permanent closure of the fishery with the principles and obligations under the TCA.

Under the TCA, the EU and UK have agreed to apply evidence-based, proportionate and non-discriminatory measures for the conservation of marine living resources. The EU remains committed to cooperate with the United Kingdom to achieve these aims.

Cooperation between the EU and the UK under the TCA has evolved positively, including under the Specialised Committee on Fisheries, and the EU remains open to reaching a mutually agreeable solution with the UK that settles this matter.

The EU acts to protect and restore marine ecosystems for sustainable and resilient fisheries under the common fisheries policy, the EU Biodiversity Strategy for 2030 and the Marine Action Plan.

Commission supports European photovoltaic manufacturing industry with new Solar Charter

The European Commission has stepped up its efforts to support the solar sector in Europe by promoting the signature of a European Solar Charter with EU Member States and industry representatives. In the margins of the first day of the informal Energy Council yesterday, Commissioner for Energy, Kadri Simson, Ministers from 23 EU countries and several sector representatives signed the new Charter.

Speaking at the signature ceremony, the Commissioner said: "The solar photovoltaic manufacturing sector is key for achieving our energy-, climate and competitiveness goals. We must ensure the solar industry remains strong for Europe's future, renewables-centred energy mix. The European Solar Charter brings together the Commission, national authorities and the industry, fostering cooperation and bringing support to the production of solar panels made in Europe." The Charter sets out a series of voluntary commitments to support the EU photovoltaic manufacturing sector. It marks the latest step in the Commission's actions to support the solar panel manufacturing in Europe, following a proposal for a Net-Zero Industry Act, which is now provisionally agreed by the co-legislators, and the establishment of the European Solar Photovoltaic Industry Alliance.

It will help ensure that the green transition and Europe's industrial goals go hand in hand by accelerating the deployment of renewables, while at the same time enhancing the competitiveness of the sector and the creation of green jobs.

Commission welcomes European Citizens' Panel recommendations on energy efficiency
150 European citizens adopted 13 recommendations for the European Commission on energy efficiency during the final session of the European Citizens' Panel on Energy Efficiency, which took place from 12 to 14 April in Brussels. Since February 2024, citizens have gathered to discuss the challenges and benefits of energy efficiency, both in person and online. The input gathered from both the Panel and the Citizens' Engagement Platform will now feed into a Commission Recommendation on the “Energy Efficiency First” principle to be considered by the College of Commissioners and ultimately addressed to the Member States later this year. Using less energy, and using it wisely, is key for clean, secure and affordable energy and an important component of the European Green Deal and the REPowerEU Plan. Energy efficiency helps reduce overall energy consumption and is therefore central to achieving the EU's climate ambition, while enhancing present and future energy security and affordability. Executive Vice-President for the European Green Deal, Interinstitutional Relations and Foresight, Maroš Šefčovič said “energy efficiency is good for the planet, good for the EU's energy security, and good for a household budget. I was glad to receive a report by this green citizens' dialogue. It is an important way to engage and a valuable input for our efforts.” In support of President Ursula von der Leyen's priority to build a European Democracy Fit for the Future, the European Citizens' Panels and online citizens' engagement tools have been embedded as a feature of democratic life in the EU, as one of the key outcomes of the Conference on the Future of Europe. These panels give citizens a voice in EU policymaking. La Commission offre 35 500 billets de train gratuits aux jeunes avec DiscoverEU
Dès cet été, des milliers de jeunes voyageront à nouveau gratuitement en train à travers l'Europe grâce au programme DiscoverEU. Aujourd'hui, la Commission a lancé l'appel à candidatures du programme DiscoverEU. Il se terminera le mardi 30 avril à 12h00.

Iliana Ivanova, commissaire chargée de l'innovation, la recherche, la culture, l'éducation et la jeunesse, a déclaré : « DiscoverEU est une opportunité fantastique pour les jeunes qui veulent explorer l'Europe, découvrir des endroits et rencontrer de nouvelles personnes. Je suis heureuse de lancer ce cycle de candidature de printemps pendant la passionnante Semaine européenne de la jeunesse. Je souhaite bonne chance à tous les candidats ! »

Au total, 35 500 billets de train seront offerts. Pour en bénéficier, les jeunes nés entre le 1er juillet 2005 et le 30 juin 2006 doivent répondre à un quiz de six questions sur le portail européen de la jeunesse. La Commission classera les candidats sur la base de leurs réponses et leur offrira des titres de transport en fonction de leur classement, dans la limite des billets disponibles. Les candidats retenus recevront un billet de train gratuit pour voyager en Europe pendant 30 jours entre le 1er juillet 2024 et le 30 septembre 2025.

La Commission a lancé DiscoverEU en juin 2018 ; celui-ci a ensuite intégré le programme Erasmus+ 2021-2027. Depuis 2018, 284 000 titres de transport ont été distribués. L'expérience DiscoverEU a permis aux jeunes de mieux comprendre d'autres cultures ainsi que l'histoire européenne et d'améliorer leurs compétences en langues étrangères. Un nouveau rapport sur les tendances mondiales présente les défis et les opportunités pour l'avenir de l'Europe

Le Système Européen d'Analyse des Stratégies et des Politiques (European Strategy and Policy Analysis System (ESPAS)) a présenté son quatrième rapport sur les tendances mondiales, intitulé Choisir l'avenir de l'Europe, lors d'un événement de lancement au cours duquel le vice-président exécutif chargé du pacte vert pour l'Europe, des relations interinstitutionnelles et de la prospective, Maroš Šefčovič, a prononcé un discours. Le rapport vise à aider les dirigeants politiques issus des élections européennes de juin à faire face aux défis et aux opportunités qui les attendent.

Le rapport analyse 10 domaines clés allant de la géopolitique, de l'environnement et de l'économie à la technologie et la solidarité sociale. Il décrit les tendances attendues jusqu'en 2040 et la manière dont elles pourraient interagir les unes avec les autres, en soulignant les domaines dans lesquels les dirigeants de l'UE seront confrontés à des choix d'importance stratégique à long terme. Même si certaines tendances décrivent des risques croissants et des menaces émergentes, le rapport montre également qu'elles incitent à l'optimisme et que l'UE a connu un succès remarquable dans sa capacité à surmonter les crises. Cela montre également que l'unité entre les institutions européennes et les États membres a plus de chances de réussir qu'une approche dans laquelle différentes instances adoptent des positions contradictoires ou opposées.

ESPAS est une initiative interinstitutionnelle entre neuf institutions et organes de l'UE dédiée à la promotion de la prospective stratégique et de la gouvernance anticipative. Le rapport sur les tendances mondiales est l'un des produits phares de cette initiative.

Commission seeks views on how to pool the demand for strategic raw materials

The Commission has launched a survey addressed to companies and other relevant parties interested in pooling demand and connecting supply and demand for strategic raw materials.

The replies to the survey will contribute to the set-up of the future demand aggregation and matchmaking mechanism for strategic raw materials, as included in the Critical Raw Materials Act.

The EU needs access to a secure, diversified, affordable and sustainable supply of critical raw materials, which are vital for strategic sectors such as the net zero industry, the digital industry, aerospace, and defence. In order to strengthen the supply security of critical raw materials , President von der Leyen in the 2023 State of the Union speech announced the development of a demand aggregation and matchmaking mechanism for strategic raw materials. This follows the success of a similar mechanism for gas in the framework of the EU Energy Platform. This mechanism is part of the Critical Raw Materials Act, which will enter into force in the coming weeks. It will include different parts of the value chain of strategic raw materials, comprising extraction, processing and recycling of such materials.

The survey is open for contributions until 7 May 2024.

Commission clears acquisition of Capri by Tapestry

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of Capri Holdings Limited (‘Capri') of the UK by Tapestry Inc (‘Tapestry') of the US.

The transaction relates primarily to the manufacture and supply of luxury goods, such as bags and small leather goods, clothing, footwear and jewellery. The transaction will bring together Tapestry's brands Coach, Kate Spade New York and Stuart Weitzman with Capri's brands Michael Kors, Versace and Jimmy Choo.

The Commission concluded that the notified transaction would not raise competition concerns in the European Economic Area (EEA), given (i) the companies' relatively low combined market shares in the EEA; (ii) the limited role that Coach and Kate Spade New York have in the EEA; and (iii) the presence of a large number of alternative suppliers in the EEA. The notified transaction was examined under the normal merger review procedure.

Commission clears acquisition of Resonetics by Carlyle and GTCR

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Regatta Laser Holdings, LLC and its subsidiaries (‘Resonetics') by The Carlyle Group Inc (‘Carlyle') and GTCR LLC (‘GTCR'), all of the US.

The transaction relates primarily to the development and manufacturing of medical instruments, in particular, of highly engineered components, implants, sub-assemblies and finished devices.

The Commission concluded that the notified transaction would not raise competition concerns, given that Resonetics has negligible activities in the European Economic Area. The notified transaction was examined under the simplified merger review procedure.

La commissaire Simson participe à l'assemblée de l'Agence internationale pour les énergies renouvelables pour y encourager la coopération mondiale en matière d'énergies renouvelables

Kadri Simson, la commissaire chargée de l'énergie, est à Abou Dhabi (Émirats arabes unis) jusqu'au jeudi 18 avril, pour participer à la 14e session de l'assemblée de l'Agence internationale pour les énergies renouvelables (IRENA), une réunion annuelle d'importance pour favoriser la coopération au niveau mondial en matière de déploiement d'énergies renouvelables.

La réunion de cette année fait suite au succès de l'engagement mondial en faveur des énergies renouvelables et de l'efficacité énergétique, dirigé par l'UE et la présidence de la COP28, les Émirats arabes unis, et qui a été appuyé par plus de 120 pays, et inclus dans les conclusions de la COP que toutes les parties s'engagent à respecter.

Mercredi, la commissaire Simson prendra la parole à plusieurs reprises, notamment dans le cadre de la 4e journée mondiale de la transition énergétique; lors d'une séance plénière de haut niveau sur le triplement de la capacité des énergies renouvelables ; au cours d'un dialogue ministériel de l'Alliance mondiale en faveur de l'éolien en mer (GOWA), consacré à son financement; à l'occasion d'une table ronde ministérielle sur la géopolitique de la sécurité énergétique et d'une table ronde ministérielle sur l'infrastructure pour la transition énergétique. Jeudi, elle prononcera plusieurs discours d'introduction lors de la séance plénière sur l'accélération du développement de projets d'énergie renouvelable bancables/finançables, et lors de la séance plénière sur les politiques et les compétences pour une transition énergétique accélérée.

La commissaire Johansson participe à la conférence européenne sur la prévention de la criminalité

Demain, 17 avril, Ylva Johansson, commissaire chargée des affaires intérieures, participera en ligne à la conférence européenne sur la prévention de la criminalité qui se tiendra à Tallinn, Estonie. La conférence examinera comment prévenir le recrutement de jeunes dans la criminalité organisée et comment les administrations locales et régionales peuvent lutter contre les activités de criminalité organisée, y compris le trafic de drogue et d'êtres humains, ainsi que contre l'infiltration de la criminalité organisée dans l'économie légale.

La conférence européenne sur la prévention de la criminalité est une conférence biannuelle organisée par le Réseau européen de prévention de la criminalité et financée par la Commission. Elle permet aux décideurs politiques, aux praticiens et aux universitaires de partager leurs expériences et leurs bonnes pratiques en matière de prévention de la criminalité dans l'ensemble de l'UE.

Les groupes criminels organisés sont de plus en plus professionnels et transnationaux, et à mesure que leur recours à la violence augmente dans l'UE, il en va de même de la menace que représentent les incidents violents. La criminalité organisée constitue une menace pour la sûreté et la sécurité des citoyens de l'UE et la lutte contre la criminalité organisée dans l'UE est une priorité essentielle pour la Commission. La Commission s'emploie à lutter contre la criminalité organisée dans toutes ses dimensions. La mise en œuvre de la stratégie de l'UE visant à lutter contre la criminalité organisée 2021-2025 et de la feuille de route de l'UE sur la lutte contre le trafic de drogue et la criminalité organisée est en bonne voie, avec les États membres et les agences de l'UE.
