La Commission désigne Shein comme très grande plateforme en ligne en vertu du règlement sur les services numériques
Aujourd'hui, la Commission a officiellement désigné Shein comme une très grande plateforme en ligne (VLOP) dans le cadre du règlement sur les services numériques (DSA).
Shein est un vendeur de mode en ligne qui compte en moyenne plus de 45 millions d'utilisateurs mensuels dans l'Union européenne. Ce nombre d'utilisateurs, que Shein a communiqué à la Commission, est supérieur au seuil fixé par la DSA pour la désignation en tant que VLOP.
Suite à sa désignation d'aujourd'hui, Shein devra se conformer aux règles les plus strictes du DSA dans les quatre mois suivant sa notification (c'est-à-dire avant la fin du mois d'août 2024), telles que l'obligation d'adopter des mesures spécifiques pour responsabiliser et protéger les utilisateurs en ligne, y compris les mineurs, et d'évaluer et d'atténuer dûment tout risque systémique découlant de ses services.
La Commission sera compétente pour superviser la conformité de Shein au DSA, en coopération avec le coordinateur irlandais des services numériques.
Cette désignation survient un an après l'adoption par la Commission des premières décisions de désignation et illustre la manière dont la Commission continue à suivre de près l'évolution du marché. La Commission a désormais désigné 23 très grandes plateformes et moteurs de recherche en ligne en vertu du DSA.

EU steps up humanitarian assistance for Palestinians
In light of the continued deterioration of the severe humanitarian crisis in Gaza, and the steady rise of needs on the ground, the Commission is stepping up its funding to support Palestinians affected by the ongoing war.
The EU has now allocated an additional €68 million in the form of humanitarian aid to be channelled through partner organisations already assisting Palestinians in Gaza and across the region. This support aims to scale up the desperately needed food assistance, nutritional, health, water and sanitation and shelter support, amongst others. This support brings total EU humanitarian assistance to €193 million for Palestinians in need inside Gaza and across the region in 2024.
Furthermore, the EU Humanitarian Air Bridge operation in aid of people in Gaza continues to transport vital supplies provided by humanitarian partners and EU Member States. The latest flight will deliver emergency supplies today and two additional flights are scheduled for the first week of May.
The EU has funded 2 convoys transporting over 130 tonnes of shelter, health, water and sanitation supplies donated by Ireland and humanitarian partners. These items, deployed from Dubai, are being transported to Gaza in coordination with the Global Logistics Cluster via Jordan. The Commission is constantly monitoring the situation and stands ready to provide further assistance as required.

La Commission approuve la demande de révision ciblée du plan de relance italien
La Commission a approuvé aujourd'hui la demande de révision ciblée du plan pour la reprise et la résilience de l'Italie ; demande soumise le 4 mars 2024. Les modifications proposées sont d'ordre technique et font suite à la révision complète du plan italien, adoptée par le Conseil le 8 décembre 2023.
Le plan italien pour la reprise et la résilience s'élève à 194,4 milliards d'euros, dont 71,8 milliards d'euros de subventions et 122,6 milliards d'euros de prêts. Il comprend un total de 620 étapes et objectifs, 66 réformes et 150 investissements.
À ce jour, la Commission a versé plus de 50 % des fonds alloués à l'Italie au titre de la Facilité pour la reprise et la résilience, soit plus de 102 milliards d'euros, préfinancement compris. Commission awards prizes to outstanding architectural works across Europe
Yesterday, the Commission and the Mies van der Rohe Foundation in Barcelona announced the winners of the 2024 European Union Prize for Contemporary Architecture – Mies van der Rohe Award (Eumies Awards).
The winners of the main prize in the architecture category are Gustav Düsing and Max Hacke, from Berlin, with their Study Pavilion on the campus of the Technical University of Braunschweig. The winner of the Emerging Architect Prize is SUMA Arquitectura in Madrid, with the Gabriel García Márquez Library in Barcelona. The main prize is €60,000 and the Emerging Architect Prize amounts to €30,000.
Iliana Ivanova, Commissioner for Innovation, Research, Culture, Education and Youth, said: “Architecture is a fundamental part not just of our European culture, but also of sustainable development and people's well-being. The winners of the 2024 EU Prize for Contemporary Architecture – Mies van der Rohe Award demonstrate this very clearly. Their works reflect the principles of the New European Bauhaus, bringing the green transition into people's everyday lives and living spaces. My heartfelt congratulations to the architects and collaborators behind these endeavours!”
The award ceremony will take place on 14 May 2024, in the Mies van der Rohe Pavilion in Barcelona. This will kick off a travelling exhibition showcasing the nominated, shortlisted and winning projects in each prize group. An app is also available to view and locate nominated works.
The EU Prize for Contemporary Architecture is a biennial prize celebrating excellence in architectural works built across Europe. It highlights the involvement of the European Union in supporting both the quality and diversity of European architectural expression and its role in defining a common European culture. The awards are supported by the Creative Europe Programme.
Since 2001, the prize has been co-organised by the Commission and the Fundació Mies van der Rohe. From its creation in 1988 until 1998, the prize was called the Mies van der Rohe Award.

EU Diversity Month kicks off with the winners of the 2024 European Capitals of Inclusion and Diversity Awards
The European Commission announced yesterday the winners of the third edition of the European Capitals of Inclusion and Diversity Awards.
The Awards celebrate the towns, cities, and regions across the EU that lead by example in inclusive policies.
In the category of ‘local authorities with more than 50,000 inhabitants', Zagreb, in Croatia, received the Gold Award; Växjö, in Sweden, the Silver Award; and La Laguna, in Spain, the Bronze Award.
In the category ‘local authorities with less than 50,000 inhabitants', Gold, Silver, and Bronze went to Corbetta, in Italy; Miranda de Ebro, in Spain; and Casares, in Spain, respectively. Winners of the category ‘Specific award for authorities enabling safe towns, cities and regions for women in all their diversity, by addressing violence against women' are Ljubljana, in Slovenia; Miranda de Ebro, in Spain; and Växjö, in Sweden. The public choice award goes to Corbetta, Italy. The audience voted for it during the ceremony.
These cities have been recognised for their work to build fairer societies by promoting diversity and inclusion on the grounds of sex, racial and ethnic origin, religion and belief, disability, age, and sexual orientation. Launched within the EU's Anti-Racism Action Plan 2020-2025, and the LGBTIQ Equality Strategy 2020-2025, the annual European Capitals of Inclusion and Diversity Awards are part of the Commission's work towards a Union of Equality.

La Commission se félicite de l'adoption par le Parlement européen des mesures visant à améliorer la disponibilité des dispositifs de diagnostics in vitro
La Commission se félicite de l'adoption hier par le Parlement européen de mesures visant à améliorer la disponibilité des dispositifs de diagnostics in vitro (DIV).
La disponibilité de DIV, tels que les tests de dépistage du VIH ou de l'hépatite, est cruciale pour les patients ainsi que les prestataires de soins de santé. Ces nouvelles mesures relatives aux dispositifs de diagnostics in vitro consistent notamment à accorder plus de temps aux entreprises pour passer aux nouvelles règles de l'UE sur les dispositifs médicaux de diagnostic in vitro, à introduire une nouvelle obligation pour les fabricants d'informer les autorités nationales et le secteur de la santé en cas de rupture d'approvisionnement de certains dispositifs médicaux et à faciliter le déploiement progressif de la base de données européenne sur les dispositifs médicaux (Eudamed).
Ces mesures donnent plus de temps pour envisager d'éventuelles mesures visant à protéger les soins aux patients dans les cas où certains dispositifs sont interrompus et à accroître la transparence en ce qui concerne les dispositifs médicaux présents sur le marché. Les fabricants sont également tenus de donner un préavis s'ils prévoient une rupture d'approvisionnement en certains dispositifs médicaux ou dispositifs médicaux de diagnostic in vitro.
Le Conseil va à présent adopter formellement le nouveau règlement relatif aux dispositifs médicaux de diagnostic in vitro. La Commission collaborera avec les États membres et toutes les parties prenantes pour apporter l'appui nécessaire à la mise en œuvre de cette modification législative. Il s'agira notamment de préciser dans quels cas les fabricants doivent notifier une rupture d'approvisionnement.

La Commission autorise une mesure d'aide d'État française de 300 millions d'euros visant à soutenir Nuward dans la recherche et le développement de petits réacteurs nucléaires modulaires
La Commission européenne a autorisé, en vertu des règles de l'UE en matière d'aides d'État, une mesure française d'un montant de 300 millions d'euros visant à soutenir Nuward, une filiale d'Électricité de France (EDF), dans la recherche et le développement de petits réacteurs nucléaires modulaires («PRM»). La mesure contribuera à la réalisation des objectifs stratégiques de la stratégie industrielle européenne et du pacte vert pour l'Europe.
Le projet vise à mettre au point des processus de conception et de construction de PRM sur la base d'une conception simple et modulaire et d'une puissance de sortie équivalente ou inférieure à 300 MWe. La conception préliminaire est la troisième phase du projet Nuward global, qui comprend cinq phases distinctes.
Dans le cadre de cette mesure, l'aide prendra la forme d'une subvention directe d'un montant maximal de 300 millions d'euros qui couvrira le projet de R&D jusqu'au début de l'année 2027. La mesure aidera Nuward à dimensionner les modules et composants des PRM et à valider leur intégration dans ceux-ci au moyen de simulateurs numériques et d'essais en laboratoire. Nuward réalisera également des études d'industrialisation relatives à la conception modulaire et à la production de masse des PRM.
Margrethe Vestager, vice-présidente exécutive chargée de la politique de concurrence, a dit: “Nous avons autorisé aujourd'hui une mesure d'un montant de 300 millions d'euros qui permet à la France de soutenir le projet de recherche et développement de Nuward portant sur les petits réacteurs modulaires innovants. Ce projet contribuera à la décarbonation des systèmes énergétiques et à l'autonomie stratégique ouverte de l'UE, tout en limitant les éventuelles distorsions de la concurrence.”

Commission approves Slovak compensation to digital terrestrial television operator Towercom
The European Commission has approved, under EU State aid rules, Slovakia's plans to compensate digital terrestrial television (‘DTT') network operator Towercom for its direct costs incurred for the release of the 700 MHz band.
Under the measure, Towercom will receive a compensation of €11.7 million. The compensation will cover the costs of the migration of terrestrial television services from the 700 MHz frequency band to lower frequencies, which will allow the 700 MHz band to be used for terrestrial systems that can provide wireless broadband services. This follows a Decision of the European Parliament and the Council pursuing the release of the 700 MHz band in favour of mobile communications by June 2020 and allowing adequate compensation of DTT operators in accordance with State aid rules.
The Commission assessed the Slovak measure under EU State aid rules, in particular under Article 107(3)(c) of the Treaty on the Functioning of the European Union which enables Member States to support the development of certain economic activities under certain conditions. The Commission found that the measure is necessary and appropriate to achieve the objective pursued. Moreover, the Commission found that the measure is proportionate, as the compensation is limited to the costs that are necessary to release the 700 MHz band and avoid significant interferences which would have caused disruption of DTT services. The Commission thus concluded that Towercom will not be overcompensated. In addition, the Commission found that the negative effects on competition are limited and outweighed by the positive effects of the aid. On this basis, the Commission approved the Slovak measure under EU State aid rules.
The non-confidential version of the decision will be made available under the number SA.55953 in the State aid register on the Commission's competition website, once any confidentiality issues have been resolved.

High Representative/Vice President Borrell and Commissioner Simson in Saudi Arabia to attend World Economic Forum meetings
High Representative/Vice President (HR/VP) Josep Borrell and Commissioner for Energy Kadri Simson will be in Riyadh, Saudi Arabia, over the weekend.
The HR/VP will participate in a panel discussion at the World Economic Forum Stakeholder dialogue North to South, East to West: Rebuilding Trust on Sunday, 28 April. The Commissioner will participate in a panel discussion at the World Economic Forum's Special Meeting on Global Collaboration, Growth and Energy for Development on the same day.
The HR/VP will also hold several bilateral meetings with regional actors and participants to the forum. His participation will offer an opportunity to exchange on how to shape progress on global and regional priorities within the current challenging geopolitical and geo-economic landscape, and discuss the current challenges stemming from the situation in the region.
Commissioner Simson's visit to Saudi Arabia forms part of her continuous engagement with international reliable partners to foster Europe's energy security and the global pursuit of the clean energy transition. She will also hold a bilateral meeting with Prince Mohammed bin Salman bin Abdulaziz Al Saud, Minister of Energy of the Kingdom of Saudi Arabia, to discuss how to take the EU-Saudi Arabia energy relations further.

Commissioner Hahn to open Annual EU Budget Conference 2024
On Monday 29 April, Commissioner for Budget and Administration, Johannes Hahn, will open the 2024 edition of the Annual EU Budget Conference together with the Belgian Minister for Foreign Affairs, European Affairs and Foreign trade, Hadja Lahbib with Vincent Van Peteghem, Deputy Prime Minister and Minister of Finance of Belgium giving a keynote address. This year's event, co-organised by the European Commission and the Belgian Presidency of the Council of the EU, focuses on the role of the EU budget in making Europe fit for the future.
The conference will explore key aspects of the future EU budget. Discussions will focus on how the EU budget can best serve EU strategic priorities in a new global context and how to make the EU budget simpler, more flexible and more efficient.
Several high-level speakers will take part in the exchanges, including Andrej Plenković, Prime Minister of Croatia, Maia Sandu, President of Moldova, Paulo Rangel, Minister of State and Foreign Affairs of Portugal, Magnus Brunner, Minister of Finance of Austria, Kristalina Georgieva, Managing Director of the International Monetary Fund, Nadia Calviño, President of the European Investment Bank, and Enrico Letta, EU Rapporteur on the future of the Single Market and President of the Jacques Delors Institute.

De dimanche à mardi, les commissaires Simson, Sinkevičius et Hoekstra participeront à la réunion des ministres du G7 sur le climat, l'énergie et l'environnement, qui se tient à Turin, en Italie. Le G7 est un forum majeur qui permet à l'UE de mettre en avant son ambitieux programme de croissance verte et de coopération verte avec ses partenaires internationaux.
Lundi et mardi (29-30 avril), les trois commissaires prendront part aux réunions plénières des ministres du Climat, de l'Énergie et de l'Environnement. Ces réunions se concentreront sur la manière de construire une économie durable et décarbonée tout en garantissant l'inclusion sociale, ainsi que sur la sécurité énergétique mondiale, la protection des infrastructures énergétiques critiques et la situation environnementale en Ukraine.
En marge du G7, les commissaires tiendront également une série de réunions bilatérales. The Commission and Europol organise a conference to tackle migrant smuggling
On 29 and 30 April, the conference on ‘Tackling Migrant Smuggling in the digital domain' will take place at Europol Headquarters in The Hague, The Netherlands. The event is co-organised by the European Commission and Europol's European Migrant Smuggling Centre with the participation of the Commission's Deputy Director-General for Home Affairs. This conference will be the first in a series of meetings planned to address the growing phenomenon of digital migrant smuggling. It responds to the Call to Action for a Global Alliance to Counter Migrant Smuggling launched on 28 November 2023.
The conference will foster dialogue between Member States' law enforcement authorities, judiciary, Justice and Home Affairs Agencies and some key partner countries to identify common needs, promote operational cooperation and exchange good practices to tackle digital migrant smuggling. Smugglers increasingly use digital services, such as social media, in all stages of their operations ranging from advertising their services to transferring money. This use of digital services presents a new challenge to law enforcement and judicial authorities when it comes to investigating, prosecuting and convicting smugglers. As a key component of the Pact on Migration and Asylum, the EU approach to countering migrant smuggling is outlined in the EU action plan against migrant smuggling (2021-2025). To further step up the fight against smugglers, in November 2023, the Commission proposed to update the legislative framework with a Directive setting minimum rules to prevent and counter smuggling and a Regulation to reinforce Europol's role in the fight against migrant smuggling and launched a Call to Action for a Global Alliance to Counter Migrant Smuggling.

La Commission fait le point sur les réalisations du plan d'action pour une éducation numérique d'excellence, inclusive et accessible en Europe
Le lundi 29 avril, la Commission organise un événement à Bruxelles visant à évaluer les avancées réalisées dans le cadre du Plan d'action en matière d'éducation numérique 2021-2027 et à dresser le bilan à mi-parcours de sa mise en œuvre. L' événement, auquel participera le directeur général pour l'éducation, la jeunesse, le sport et la culture, inaugurera une série de consultations des parties prenantes, ayant pour objectif de façonner l'avenir de la politique européenne en matière d'éducation et de compétences numériques.
Durant l'événement se tiendra la cérémonie de remise des prix aux quatre équipes gagnantes du DigiEduHack. Cette initiative met en avant et présente des solutions numériques innovantes proposées par des jeunes, soulignant ainsi l'importance de leur contribution à l'élaboration de politiques en matière d'éducation numérique.
Le Plan d'action en matière d'éducation numérique dessine en effet une vision axée sur l'excellence et l'inclusion dans le domaine de l'éducation à travers l'Europe, afin de soutenir les États membres et leurs systèmes éducatifs dans la transition numérique en cours. En tant que pilier central de l'Espace européen de l'éducation, il contribue à la stratégie de relance et de résilience de l'Europe, soutient les objectifs de la stratégie européenne en matière de compétences et de la Décennie numérique, et représente un élément essentiel de l'ambition générale d'adapter l'Europe à l'ère du numérique.
