Fourth Meeting of the European Board for Digital Services

On 28 May 2024, DG CONNECT hosted the fourth meeting of the European Board for Digital Services.

Fourth Meeting of the European Board for Digital Services

In this meeting, the Digital Services Coordinators (DSCs) and Commission colleagues jointly reviewed ongoing cases, activities, and enforcement priorities under the Digital Services Act (DSA). The DSCs also discussed the latest developments on election integrity, in anticipation of the European Parliament Elections (6-9 June 2024). In addition, the Commission provided an update on the disinformation and hate speech codes of conduct. Both documents will be, (as per article 45 of the DSA), converted into "DSA codes of conduct".

The Board initiated discussions on potential working groups and a prospective Work Plan. It also deliberated on potential internal working arrangements, including communication strategies, and future plans for trusted flaggers.

The Board held a final discussion and approved the Rules of Procedure and confirmed its Mission Statement. The Rules of Procedure will be formally adopted following the Commission’s consent in accordance with Article 62 (7) of the DSA.

The also Board discussed the ‘DSA schoolyard guardians initiative’ which aims for every school in Europe to have a ‘go-to’ adult person for support and questions about online safety and the protections provided for by the DSA.

The next Board meeting will take place on 20 June in Brussels.

Background

The DSA fully entered into application as of 17 of February, and now applies to all online intermediaries in the EU. It also created the obligation for Member States to appoint and empower, by that date, Digital Services Coordinators, which are independent regulators that work with the Commission to ensure the correct application of the DSA in their respective areas of competence.

The European Board for Digital Services is an independent advisory group that will ensure that the DSA is applied consistently across the EU and will be consulted on the enforcement of the DSA.
